In this chapter, we learn that magical girls are not allowed to use magic on school grounds except for specific times when they're supposed to be using magic. The only time that magic is allowed is when it's specifically approved by the school. This means that if a magical girl gets into a fight with a group of other students, she'll have to go to the school's library to find another way to use her magic. We learn that in the past there was a rebellion among grade s students against the school gate program, but the other students were able to stop it. This time, though, the magical girls aren't allowed to do anything but work on their assignments.
