In this chapter, we learn that magic is very strict and punishing, and that the government is trying to get rid of Victor because he's a good student. He's innocent, and the government will do its best to get him back into school. In the meantime, the raphaels are going to have to get over the fact that they don't have a Christmas dinner together.
