He has tried to find the emperor, but has failed to locate him. He proposes to the emperor that he should marry the princess. The emperor says that the princess is an impostor and that he will reveal her identity as soon as he removes his veil. He asks the general if anyone objects to the proposal. The general says that she is the best candidate because she is loyal to only one emperor. The prince regent says that if the general is wrong, he will be punished for rebellion and insurrection.
