In the northwest part of the country, a group of refugees has suddenly appeared. The narrator tells us that this is the same group of people that the previous emperor's cavalry killed outside the capital during a flood twelve years ago. He tells the group that they need to find a way to kill the current emperor so that he will not be able to protect the prince regent. He then tells them to split up into two groups, one to go to the northwest and kill the refugees, and the other to go northwest and find the emperor and kill him.
