The Governess tells the Politburo that the exam is two hours late and that the prince regent is waiting for him in the hall. He tells the Governess that the cat is named "Sweetie he" and that it was named by the regent when he was a kitten. He also tells her that the neighboring state ofzhumo is hovering on the brink of collapse and that they need to strengthen their military power. He says that he has always wanted his people to live in a happy life and that his weakness is that they are not hard working or educated. He asks if they will give him the exam content and he says that as long as they want, he will give them anything. He then asks if the king plans to carry it himself or if he needs him to deliver it to the palace. The king replies that he does not plan to do so and that he thinks the books would not work. The cat bites him and he replies that no matter how much he tries, his people still think he is just a tyrant.
