In this short scene, the Governess tries to explain to her brother-in-law why he is staring at her. He tells her that he is the Prince Regent and that he wants the Emperor's power, but that he does not want the Empire. The Governess wonders if the Emperor and the Minister are just friends, and she wonders if they are planning some kind of dirty trick. She tells him that she has been told to look into the eyes of other men no matter what they look like, and that she is the same mother as her sister. She also tells the minister that she was on a boat with her sister the night before, and they had a sacrifice ceremony. She says that the real Princess Hening is not in the crowd, and the minister is just pretending to investigate the assassination.
