In the middle of a rainstorm, a young woman named Clop is accidentally bumped into by the prince's servant, who recognizes her as the princess of the imperial family. Clop tries to calm her down, but the prince can't recognize her either. She's worried about sending her back to the city, but she's also worried about what will happen to her if she talks through her hat. The prince is holding a medical consultation for all the victims of the earthquake, and he's planning to go to the university to try to win over the emperor, but Clop says she'll have to wait until the next day. She tells the prince that she hasn't eaten in two days, and the prince has been digging up worms to eat. He's been starving for the last few days, so he dug up some of the worms and ate them. She asks the prince who's in charge of the relief camp outside of the city. There aren't a lot of refugees in the city this time, so the relief grain isn't being drained for years. She says she can still intervene in the relief business, even though the prince is in charge. They need to carry Clop's brother to the doctor's tent, and she asks her to take the cabinet with them. When the prince recognizes her, she tells him that he is the prince of the emperor's family, and that he'll be exposed as the prince regent if he tries to marry her.
