He's the one who's killing all the monsters in the world, not the city lord. He wants to kill all the intelligent beings in the game, not just the monsters. Lan finally gets to the point and says that the monsters are resisting his formatting, which is causing the world to fall apart. He needs to contact city lord and figure out a way to fix the problem.
