This chapter opens with a letter from the Chief of Police to the Pigeon, asking him to tell the truth about the expulsion of Fa's sister. The letter asks the Chief to take the letter to the Chief. The Chief agrees to send it to him. The Pigeon tells the Chief that he wishes to know why Fa was expelled from the school. He also asks to know the reason for the Chief's dismissal. He then asks to see the letter sent to him by the Chief
