He says that he'll use the ghost-vine's method, which involves killing a cannibal and then using the ghost's powers to eat the cannibal's body. The commissioner also explains that he can't find any other players, because he's special. He explains that the previous time he killed a ghoul, he was able to pick up items from the corpses of the monsters he killed. Now, he says, the only players left are the special ones.
