Dr. Manette and Mr. Fan are now masters of their respective fields, and they are the only ones who can compete with each other in the world of medicine. Dr Manette wants to know why they don't give him a vote to make sure that the two sides can work together in the future. He'd love to be able to do so, but he's afraid that they can't compete because they're so close. He asks if he can tell him why he doesn't want a vote, and if he wants to be allowed to speak freely, he can do so. The two men agree that it's a tie, and that they need to discuss the matter before they make a final decision. They agree to hold off on making a decision until after they have a chance to discuss it in private.
