This chapter opens with a conversation between Todano and his servant . The two men are discussing the upcoming sale of ice cream. . They've got a lot of people in the boat, and they're worried that the ice cream is going to freeze. They decide that they'll have to make a boat out of ice, too, since they don't want to be stuck in the water all day long. They all agree that it's time to get the heck out of town, because the water dragon isn't doing too well. Toda says that he's the one who allowed the white man to take the holy man's body. He's worried that people are starting to forget that they are humans or fish, and that the locals are forgetting that they aren't animals. He says that his powers are getting harder and harder to control, and he'd like to die so that he can control them again. He also says that if he were to die, he wouldn't be able to give them the life of his own, because he saved his life when he first heard rumors about the white cult. He doesn't know why he joined the fairy tail. The white man said that he would erase it, but to meet a magical expert, and to meet that expert would be a gathering of magical power. He didn't think it would be true, but he thought maybe she could enchant him. He asks to be let in on the secret, and the two men agree that they should all be dyed white.
