The chapter opens with a description of the Council of the West, an organization of "great" and "absolute" power. It has become a "mystery location" where a "slime" is hiding. It is rumored that the location is in the city of blumund, Germany. The narrator tells us that the city is coming into view, and that it is "quite a big city" . He says that he thinks the time is ripe for the slime to "infiltrate" the ranks of the council. He adds that the guards in blumund are all soldiers of the west. He tells the narrator that he has been instructed to let Rimuru through, but that he will take him to the Grand Master's office. He asks the narrator to tell him something about the children that he left behind in Engrassia. He wants to know what happened to them, and the narrator tells him that he needs to be the replacement for shizu as a teacher.
