The Outer Galaxy is ruled by the Emperor. The Heavenly Gates are the realms of Heaven and Earth. The Heavens are ruled by Heaven's gods and the Earth by the gods. The inner Galaxy is governed by the Heavenly Master. The outer Galaxy is controlled by the Celestial Master. Heaven is the highest of the three realms, and Earth is the lowest. The Celestial Master is the one who rules the Heavens. The Emperor is the most powerful of all the three. He has the power to rule the universe, but he also has the ability to rule only one realm at a time. He is the Emperor of Heaven. He can rule the entire universe at once, but only if he has the right kind of power. He does not have the power, however, to rule a single realm at once. He knows that he can only rule one realm, and that is Heaven. In the outer Galaxy, he knows that Heaven is divided into three realms: Heaven, Earth, and Chaos. He also knows that there are three Heavens, one for Heaven and one for Chaos. The first Heaven is Heaven, the second Heaven for Chaos, and third Heaven for the other two realms. The second Heaven is heaven, the third heaven for Chaos and the fourth Heaven for Heaven. The fourth Heaven is also heaven, but it is not Heaven. It is a realm of Chaos. Chaos is the third Heaven.
