About This Chapter
This chapter opens with a soliloquy about the battle raging in the mountains. It's a battle between the wind and the sun, and it's about to end. The wind is low, the sun is high, and the battle is about to begin. The narrator tells us that he's lost his son, his son-in-law, and two of his men. He asks Bastma if he can issue arrest warrants against the four men. Bastma tells him that they've been accused of fraud and fraud by the state, and that they should be arrested for kidnapping and murder. The man who tried to murder him is a monk, but Bastma doesn't believe him. The monk is a member of the city's religious community, and Bastma says that the monk isn't really a dragon bishop, because the monk's power would require a lot of years of training. He also says that Bastma's decree is still in force, and he hopes Bastma won't change it.
