About This Chapter
In this chapter, we learn that the mob has been shut down and that the majority of its members have been taken into custody. The quest has been completed, but there is still a long way to go. One of the main reasons for the lack of progress in the quest is that the people of Ihar-Nemore have a treaty with the kingdom of goldia that makes it impossible for them to develop their own nation. If they were allowed to build homes upstream of the river, they would have to take water from the river in order to do so, and it would probably stink. He wonders what changes the players will bring about in the future, and he wonders if they will be evil to him. He also wonders if it would be arrogant of him to try and change the world, but he wonders what would happen if he misjudged the situation. They have decided to use prisoners as laborers and keep them as carpenters. They would like to see Yotsuya again.
