This chapter's epigraph comes from a conversation between the protagonist and the protagonist's father. In this chapter, the protagonist tells his father that he has a message for Epifanio . The protagonist says that he wants to revise the country's laws to make it more like the rest of the world. He wants to outlaw the importation of illegal drugs. He also wants to ban the sale of the drug reyherb as tea leaves. He says that if they rule the mountain, criminals will be arrested less, and that will make it harder for the cartels to get their hands on the herb. He adds that if the militias rule the mountains, criminals won't be able to get access to the herb anymore.
