Equality doesn't mean that you can choose where you live, says the narrator. It means that you're free to do whatever you want with your life. The narrator thinks that's a good thing, but he's not sure that the government wants him to live like a demi-human. Equality, he says, is just a fancy word for "fairness." He thinks that if the government wanted him to be a demi human, then he'd be able to live with his family again.
