The Govern ment supplies blood to vampires, but they live without eating meat. They can manage this with a "careful diet" . They do, however, have a desire to "drink blood" from a person. They are able to do so because they have a "desire to drink blood" , which is why they have fangs. They never want to sink their teeth into a body. They love to "oh really love like" a woman, and they have never done it. They read each other like a book, and the Govern snatches her away to class.
