In this chapter, we learn that Rio Grande is one of the world's most violent cities. It's also a hotbed of prostitution, according to the narrator. He tells us that he's heard rumors that he sent one of his prostitutes, Marie Bell Breguet, into his turf to lure a member of his second-in-command, the "second-up silon," into his side. The narrator says that he has an "ambition" of his own, and that the way he hears it now is that the kid has both a "naoto miura" and a "vainny halter" of second-up "silon" in his grasp. He wants to put an end to it, he tells us, by bringing in the "last member" of "second up silon" , the woman who he thinks is his "gifted smith" . He asks her if she knows the answer to the question, "Do you mind if I survey another ?" . She says, "I know the answer," and the narrator tells her that he doesn't care if she answers, as long as she's gifted. He says that no one will ever know whether or not he is following the orders of his master, Kiu Thiam, or if he is "who fulfills clients dreams." He tells the narrator that he plans to take over the "imperial palace" and build a new, more modern, and more efficient city.
