In this chapter, Hirohito explains that he has come to the city to collect information from Hiroshi's second-in-command, who has been in charge of the city's arsenal for the past six years. He wants Hiroshi to take a walk with him so that he can learn more about the city and its three institutions: the police, the army, and the arsenal.
