The next morning, Hiroshi breaks his promise to Hiroshi and asks Hiroshi to take control of the city. Hiroshi doesn't think it's a good idea, since the city is already in chaos. He tells Hiroshi not to worry, since he'll take care of the problem himself. He's also worried that if the city falls under Hiroshi's control, there will be a lot of people killed. As Hiroshi leaves, he tells his wife that he's going back to sleep.
