In this chapter, we learn that the monster has taken control of all the gears in the machine that makes up the super weapon, and that he's going to attack the city of Tokyo before it's ready for it. He's also going to take over the clock towers of the city, which means that he can do whatever he wants with the power of his own hand. The army drones are trying to stop him, but he can hear the voices of the people in the city calling for him to get out of the way. He also notices that the anchor is at the front of the machine, and he'd like to get it off so that the machine can pass through without being seen. He asks the old man to come and help him, and the man agrees.
