The narrator is in a hotel in the northern part of the island of Aterui. He's worried about what's going to happen to the island, especially since he's heard that Hirohito is on his way back to Osaki. The narrator thinks that he might have ordered the attack on the village. He also thinks that Osaki's high-end combat models are a big part of what makes the island aterui such a great place to live and work. He wonders why Osaki doesn't just sell them to kenbishi, the major manufacturer of military-grade equipment in the north. Osaki, he thinks, needs to keep the village quiet so that it won't attract any unwanted attention. He thinks that the white bear is planning his attack.
