The chapter opens with a description of the sunken ship, which contains rare earth metals that were transported in secret to Japan during the war. The ship's hatch was so badly damaged that it would not close properly, and the treasure was lost. The narrator tells us that he was afraid that the pirates would use the hatch as a way to steal the treasure, and that the Chinese government was using a "chongqing" virus to do the same. He says that he is not fit to be a spy for the government, as he has nothing to contribute to the mission. The ghost tells him that someday, the government will need his help, and if he does not come to the rescue, they will have to find someone else to help them.
