In this chapter, we learn that the mayor indirectly funds the relief center through a third party. This means that even if the mayor is found to be involved in shady business practices, he will be unable to trace the source of the money. The narrator then goes on to explain how the fish farm will benefit the people of the city and how the mayor has brought hope and peace to the area. If the mayor continues to investigate, the citizens will lose faith in him. The mayor's identity will be exposed and he will no longer be able to act as a representative of hope in the city.
