This chapter opens with a soliloquy by Uriel. He tells Uriel that he has just heard that the rebels have been defeated. Uriel tells him that he is not defeated as long as he is still alive. He asks Uriel to trade his life for Uriel's brother's, and Uriel agrees. He then goes on to tell Uriel how he has destroyed all of the people in the city. He says that he wanted to spare the lives of those who did not fit his new ideas, but that they have been slaughtered. He also asks where Uriel is going to destroy the next city.
