Act 27 opens with the awakening of the Toushu, who tells the audience that he is powerless to do anything except perform a black miko . He says that he can crush the girl with rocks, but that he cannot do it with the seals. Beniko, he says, took the bull with him even though he was alone. He begs the audience to lend him a pow-er so he can correct the family so that they will smile to everyone. He asks the audience not to touch the "let go ugly girl" of him, but to calm down. He tells them that the first miko of the Suka family lost her life because she protected the kamisama, and that the akane of the Kago family tried to protect her. The toushu says that if he takes over the family, he will be able to alter the family's position. He explains that the family has been prevented from doing so because of the seal around his neck. He wants to remove akane from his position and make the family happy. He plans to do this by making the "black miko"'s unveil ceremony fail and dragging akane down.
