"I'll never" is the soliloquy of Ruchiuchio, who tells Ruchio that he will never let him meet with his father. He tells him that he is willing to "make a pinky swear" , which is a Japanese term for a promise to make a promise. He says that the "Japanese pinky swear song" will be "given a death worse" than "swallowing a thousand needles" by this paper. He also says that it is not proper for a child to meet his parents. He explains that a "Miko of the Kamitsuka family" is supposed to marry a "man the family chooses for her" . When her power is weaker, she becomes the next Miko, and she is not allowed to meet a man from outside the world. He is acting like he is her father, and he is acting as if she is her mother. He asks if he can use the "great power of the kami" to find his mother. The kami replies that if he is just "arrogant" enough to have no power, then he would be "the been fast" if he had the power. He then asks if they can go to the shrine and find their mother.
