The chapter opens with a soliloquy by Todano, in which he tells the audience that he is a member of the Tosin-kai. He tells them that he has joined the gang because he wants to return to his former life. He explains that he joined because he was looking for a way to get back to his old self. He says that the other gang members have joined, too, but that they are not as good as he is. He adds that he does not know what the group called "Val Halla" is, but he does know that it is made up of five divisions, each with about 20 members. Each division has a leader, and each division has about 20 other members. The Tosins are divided into five divisions. The vice leader of each division is the leader of the other division. Each of the five divisions has around 20 members, and the vice leader is responsible for leading the other divisions. So, each of the divisions has a total of about 20 guys. Each group has its own leader. The leader of one division is a person who is older than the other two. For example, if you were born in 1988 and lived in the 1990s, you would have a leader who was older than you. For those born in the 2000s, the leader would be someone who was younger than you, and so on. In other words, the leaders of the two groups would be the same person, but they would differ in their age. So the leader who led the 1990 group would be younger than the leader leading the 1988 group, and vice-leaders would be older than those who were younger than them.
