In this chapter, we learn that the government's resources are limited to quelling a rebellion against the royal family. This is because of the 45 years of isolation that the country has suffered under the rule of Ferdinand and Isabella. It is time for the government to "culle the herd" . This means that the captain of a military police unit in the region where the rebellion is taking place will be responsible for the success or failure of the rebellion. If the rebellion succeeds, the captain will be held accountable. If it fails, he will be blamed on the subordinate of his who discovered the rebellion's plans. The captain asks Juli if he can help him in his mission. Juli welcomes him with 200 guns, 4,000 bullets, and 50 swords. He also sends a message to all the other military police units in the area to send Juli's men to carry the weapons to various stock points throughout the city.
