The chapter opens with the narrator wondering aloud why the humans were born. He realizes that they were born to fight, and that there is nothing else they can do to stop the humans from destroying the city. He wonders why the main hall of the city is nearly finished, and wonders what is happening with the other building, where yamagishi has sent his men. The narrator wonders why they are not sending back video, and asks the inspector if he can check the monitors. The inspector tells him that everything is going well, except for the roof, where they are in danger of being shot at. They need more space, he tells the narrator, and they need to huddle on the roof. He tells the inspector that he has slipped up and taken a bullet, and the inspector asks if there is a gap in his armor that could allow the enemy to attack him. He says that if he were to kill the man, he would feel better, and he would move on to the next battle. He asks if the man wanted to kill him. The man says that he did not want to, and leaves.
