He's got a plan: he's going to use his octopus-fighting skills to take down all the other enemies in the world before he can even get close enough to destroy them all. And he'll do it in a way that doesn't involve the use of electricity, since electricity is such a basic building block of any good fighting system. He also has a plan for how to get closer to the ship so that he can get to the top of the ship and destroy it with his octopus fighting skills. And then, he has another plan. He wants to kill the ship's leader, who's not even in the car, because that'll make him look like a punk. And finally, he wants to know where he came from, because he'd like to see the ocean someday.
