In this short scene, we learn that the hero has gone to the factory to find out why he has been returning to Japan so often. He finds that all of the Jartis are dead, and that he has to come back to Japan in order to save his own life. The narrator explains that it is illegal for a person to be cloned more than once, so they had to mass-produce the devices so that they would look like they were still alive. This is why the hero had to go to Japan.
