The Governess tells the Governess that she has come to visit her friend, the Minister of the Great Hall of the People. She tells him that he has been busy with the state affairs since he took office, and she asks him to sit down and enjoy the moment. He tells her that it is half a year since his birthday, and he has received memorials about his birthday every day. He asks her if she is planning a gift for him. She says that loyalty is a gift, and that as long as she is from him it will make her day. She asks him if he is turning deaf ears to her words. He says that he was not emperor, but that in ancient times a female could rule the country. She reminds him that if he gives up the throne, someone else could take his place. She wants him to go back to the brothel and tell him that the Prime Minister was so impressed by him. He should go back and tell her that he still cares about her. She is surprised that he would not tell her.
