The martial arts academy's external affairs director tells Sihai that the government believes in force. Sihai is admitted to the academy without taking any more losers than he took the entrance exam. He says that the first step to joining a sect is to join one of the three major martial arts academies. If a person wants to join the arts academy, he has to go through the same selection process as those who want to join a military academy. If he wants to enter the royal furnace academy, Sihai says, he must go through three different selection processes. If someone wants to get admitted to arts academy or the navy academy, they have to pass three different tests. If they want to be admitted to military academy, however, he says, they must pass three tests. The success rate in the martial arts is only one in 100, and Sihai thinks that joining the academy is no fun. He offers Sihai some money and tells him to wait for him at the testing field. He also tells him that if he doesn't obey, he'll be tested on the battlefield. The minister of war hears Sihai's argument and asks him if he thinks he can go to the autumn ceremony after he's admitted by the academy. He wants to know if Sihai will be able to attend the ceremony because the academy only recommends three people for the ceremony. He thinks that's a silly question, but Sihai tells him not to worry. He'll pay following three people at the ceremony
