The narrator tells the students that summer vacation is coming up and that they should bring their things with them. He tells them that theft has been happening on school property and that homework is not being done well. He says that he will have them arrest the two students who have been stealing from the school. The narrator then tells them to go back to their classrooms and start reading their books. He asks them if they want to scatter the panties all around town. He thinks that would be a good idea and that it would wake up people in the town and make them want to do something more interesting.
