The chapter opens with a police officer on patrol in the western part of the city. He's looking for the gang that's been disrupting the peace in that area, and he's got a new invention: a new race car. The officer is psyched to be on the road with a new friend, but he can't help but notice that the guy is wearing the wrong kind of clothes. The police officer is all, "Gee, that guy's a punk." The officer then launches into a long speech about how he and the other officer are the ones who make the "ultimate team" in speed, strength, and agility. The other officer is totally floored by the speech, but the police officer doesn't seem to mind. He says that the other officers have lost to the gang, and that they're going to arrest the two of them for public lewdness.
