The chapter opens with a conversation between the three leaders of the Flying Eagle gang and the four societies. The leader of the Green Bamboo Gang tells the others that he has been invited by the three gang leaders to a dinner party at a restaurant in the middle of the city. The other leaders are invited to the party as well, but they are not invited. The three gang leader tells the other leaders that they should return the territory that they have occupied.
