The chapter opens with Fang Yin-yin, the head of the design department, asking for a copy of the report that was assigned to her by the group leader. When she finds it, she is shocked to learn that the report is wrong and that the numbers assigned to the project were not the correct ones. She asks Fang to get the report and bring it with her to the President's office
