In this chapter, we learn that the internal association is made up of only a few members, and that the top members are those who have the most money. The chapter opens with a discussion of the four-member club and the fight between Zhao Xu and Chen Ming. It is decided that the money that the four members of the club have paid should be returned to the members, but this is not the case since the defeated Zhao has already returned the money to the other two members. The plan is to get the money back from Zhao and then to rebuild the club under the leadership of the "Li nan Association" . This will allow the club to continue to collect protection fees, and then the club will be able to rebuild itself under the new leadership.
