The inspectors camouflage, and the butler tells the emperor that he is afraid that the emperor has the wrong memory. The butler says that he has been lying to the emperor all the time, and that he wants to go for a walk with him in the garden. The emperor asks the butler to tell him the story of how he became the emperor, but the butler refuses, saying that he does not know how he came to be the emperor. He says that stories are hidden deep behind, which is out of his control. He asks the emperor if he is not afraid that he will tell the story to him, and he says he will protect the emperor well. As the emperor asks him about the situation at the border, the butler asks if the emperor is worried about the military report that is being pulled from his desk. He tells him that he still does not do well in the emperor's office, and wonders if he can quit being emperor. When the emperor says he is tired of being emperor, he says that his office's memorials of impeachment will pile on his desk the next day. He wants the emperor to stay and talk about the border issue, but he tells the butler that he cannot deal with any other state issue tonight.
