In this chapter, we learn that Shimada's taxes are so high that it's going to take a lot of work to get them down to a reasonable level. So, we're going to have to figure out a way to cut the taxes in half. We're also going to find out how to get the farmers to pay their taxes in a way that doesn't cost them money.
