The chapter opens with a flashback to September 10th, the tenth year of Hirohito's reign. In this time, the protagonist is standing in the middle of a waterfall when he sees two new demons running across him. He calls them "demons" and tells them that they look just like ordinary people. The protagonist explains that the two men are Dr. Jumba and his partner, the intelligence officer, pleakley, who have come to Earth to help him with his 626th Bioweapon experiment, which was supposed to be used as an illegal weapon. The galactic federation tried everything to recover the experiment, but it was met with "nothing but failure" . After the failure, the galactic federation released Jumba from prison. He joins his partner and pleadkley in the village, where they live as "commoners" and work hard to keep the village strong and alive.
