It's a famous line from Shakespeare's play, The Merchant of Venice, in which the hero complains about his master's lack of skill. The scene in this chapter, however, is set in the kitchen of the palace, where the servant, "Monsieur" , and his wife, "Machio," are preparing for tea. The servant, who is dressed as a "blue-raccoon," tells his wife that he's heard stories about her having a blue-collar baby, and that everyone is treating the baby like a "bird." He's so excited that he can't stop staring at the baby, even though it's not a real baby. Machio tells her that the baby's name is "Blue-Rac Coon," and that he and the servant are going to make tea for her. The two of them make tea together, and the servants are so impressed with the baby that they're going to invite him to join them at the palace for tea the next time they visit.
