The man is named wan shaun, and he's the god of the family that Sikong and shangzhen are from. He's from the same family as Sikong, and the reason Sikong has to ask him for help is because Sikong wants to know what he can do and can't. The reason why Sikong needs help, he says, is that the police will soon identify Sikong as the person who bought the drugs that are prohibited in the city. He also says that if everything goes as planned, Sikong should give Sikong the money so that he can help Sikong get out of the mess he is in now.
