The Underground Man wakes up in the middle of the night, wondering why he's in such a bad place. He's afraid that he'll die if he doesn't go down to the bottom of the tunnel and take over his body. When he gets there, he finds that the tunnel is actually an air raid shelter from the Second World War. It's filled with blood, and the corpses of people who died in the war are leaking into the shelter. The doctor tells the Underground Man that the mayor of the city is trapped in a coffin that's way too far away for them to hear his voice. He also happens to be in a broken vent, so they can hear the mayor's voice through the underground. The underground man realizes that he and his brother are going to win because they've found the tunnel.
