In this chapter, the narrator explains that he has three conditions for being chosen as an arbitrator. First, he wants to collect all of the magic runses from the eight academies and become the arbitrator in six months. Second, he also wants to make the prince feel at ease that he does not want anything from the academies. Finally, he asks the prince if he will be able to convince the prince that he is not interested in the cities. The prince says that the fourth prince is right and that the second prince has come to meet the other academies himself. The narrator says that he will hide in the shadow of the academies for now and will test their power when the time comes. He is not worried about the books cover because he knows that the prince is just a "high level sword master" and that his divine weapon destroyed and terrified the troops. He also knows that if the prince were to attack the academies, it would be because the prince does not have any interest in power.
