In this chapter, Tomouchi expresses his disappointment in his brother's death. He says that he still does not accept orochi, and that he is waiting for his younger brother, who is 12 years old, to return to his home. He also expresses his anger at the way that the government has handled the matter, and at the fact that many people within the government were aware of his request to take Orochi alive. He asks why the government did not investigate the matter more deeply, and he asks why they did not disband the organization.
