In this chapter, the General Manager explains that the dream managers have labeled dream healers as dangerous, and that they have killed them because they are able to heal dreams that are too high in the hierarchy. The dream healer is the most powerful dream, because he can connect with all dreams and heal them back to their original power. The General Manager wonders if the managers really believe that dream healers can be trusted to kill other dreams. He wonders if it would be better if they did something before the danger became too great.
